What is the UN?

The United Nations (UN) is an international organization. It is made up of 193 countries. These nations work together to promote peace, security, human rights, development, and cooperation around the world.

Who Created the UN?

The UN was created by 51 countries on October 24, 1945, just after World War II ended. These founding countries came together with the goal of preventing another global conflict like the two world wars.

The main driving forces behind its creation were:

• United States
• United Kingdom
• Soviet Union
• China
• France

These five later became the permanent members of the UN Security Council.

Why Was the UN Created?

The UN was created to:

1. Prevent future wars and conflicts
2. Promote peace and security
3. Encourage cooperation between countries
4. Support human rights and freedoms
5. Help countries develop economically and socially
6. Provide humanitarian aid during crises (e.g., natural disasters, refugee emergencies)

In short, the UN exists to help nations solve problems peacefully. It also facilitates cooperation on global challenges. These challenges include poverty, climate change, and health emergencies.

When did Cambodia join the UN?

Cambodia joined the United Nations on 14 December 1955. This was a significant moment. Cambodia was among a wave of new nations admitted to the UN that year. This occurred following the Bandung Conference and a period of decolonization. It was one of 16 countries admitted on the same day. This is a record that still stands for the most new members admitted in a single day.

Why did Cambodia need to join the UN?

Cambodia’s decision to join the UN was driven by several key reasons, common to many newly independent nations but also specific to its own geopolitical context:

1. To Solidify its Sovereignty and International Recognition:

• Cambodia had just gained full independence from France in 1953 under King Norodom Sihanouk.
• Joining the UN was a formal declaration to the world. Cambodia was now a sovereign and independent state. It was equal to all other nations on the global stage. It was a crucial step in establishing its identity and legitimacy in the international community.

2. To Seek Security and Protection:

• The 1950s and 1960s were the height of the Cold War. Southeast Asia was a volatile region. The Vietnam War was next door. There was also a broader struggle between communist and Western blocs.
• For a small, newly independent nation like Cambodia, the UN’s principles were incredibly attractive. Cambodia valued sovereign equality and the peaceful resolution of disputes. Cambodia saw the UN as a platform to appeal for the protection of its neutrality. It sought to safeguard its territorial integrity against more powerful neighbors and global powers.

3. To Access International Support and Development Aid:

• The UN system includes various specialized agencies. These include the WHO for health, UNICEF for children, FAO for food and agriculture, and UNDP for development. They offer vital technical and financial assistance to member states.
• By joining, Cambodia gained access to expertise, funding, and programs. These resources help build its institutions and develop its economy. They also address challenges in health, education, and infrastructure.

4. To Pursue a Policy of Neutrality and Non-Alignment:

• Under King Sihanouk, Cambodia famously pursued a policy of neutrality during the Cold War. It did not want to align formally with either the US-led Western bloc or the Soviet-led Communist bloc.
• The UN provided the perfect multilateral forum to practice this neutrality. It allowed Cambodia to engage with all countries. Cambodia could voice its opinions on global issues without taking sides. It also advocated for peace and non-interference—a core principle of its foreign policy.

5. To Have a Voice on the World Stage:

• Membership gave Cambodia a platform to participate in global diplomacy. It could voice its concerns. Cambodia could contribute to international law. It was able to shape resolutions on issues ranging from decolonization to disarmament.
• Simply put, it gave a small nation a megaphone and a seat at the table where global decisions were made.

Important: Cambodia’s Unique Relationship with UN

It’s important to note that Cambodia’s relationship with the UN became uniquely profound later in its history. Following the devastating Khmer Rouge regime and a prolonged civil war, the UN played a role far beyond that of a standard member organization:

• UNTAC (1992-1993): The United Nations Transitional Authority in Cambodia (UNTAC) was one of the most ambitious missions by the UN. It was ever undertaken by the UN. It was given direct administrative control over the country to organize and run free and fair elections. It was also tasked with disarming factions and stabilizing the nation. For a time, the UN essentially governed Cambodia to help it transition from war to peace.
• Khmer Rouge Tribunal (2006-present): Formally called the Extraordinary Chambers in the Courts of Cambodia (ECCC). This was a hybrid tribunal. The Cambodian government and the UN collaborated to establish it. Their goal was to prosecute the senior leaders of the Khmer Rouge for crimes against humanity.

In summary, Cambodia initially joined the UN in 1955 to affirm its sovereignty. The goal was to seek protection during the Cold War and gain access to international support. These were the original reasons. However, its relationship with the UN deepened dramatically decades later. The world body became an essential partner in helping the country recover from its tragic history. It also helped Cambodia rebuild itself.
